Program context
Inconsistent supply, poor sorting, transport, daily operations, sanitation, and uncertain buyers can make a facility fail before it starts.
The first phase would assess markets, hotels, restaurants, boarding schools, and other potential sources. A facility should only be considered after supply volume, source separation, logistics, operators, sanitation, and offtake meet an agreed readiness threshold.
